Above Images, You can download version and all releases. The version that appears on the home page of WordPress is the latest one. Now in more resources, there is a tab All Releases. Click on that.
Above Image shows all the versions of WordPress and their release dates. You can download the zip file. I will go ahead and download WordPress 5.0.1.
Now go to your xamp/wamp and extract the folder. You will see these directories
The next step is to install WordPress. Go to localhost/yourfoldername ( The extracted folder in your xamp/wamp
Now you will get a WordPress installation page as below
English ( United States ) will be selected. Choose your language and click on continue.

Let us create a new database in phpmyadmin. Go to localhost/phpmyadmin and create a database.
Now click on let's go. Now you will see this screen for your next step
Fill in the correct details. Table prefix is added to your tables in WordPress. You can change it as per your needs. Now Click on submit.
Now Run The Installation. Now set up your basic details. See the Image below
Set the title of your website. Next set username and password ( keep it as admin and admin ) This will be used by you to login to your WordPress admin panel. Remember it and install WordPress it. Now you can see below that WordPress has installed successfully on your local machine
Now you can go to phpmyadmin and check the tables that have been added to your database. Below Images shows tables installed by WordPress.
Now click on Login. You will get this screen. If you remember we had set username and password as admin. Use those to log in to the admin panel
Once you login you can see all your details and visit the website. You can go ahead and click on First App -> Visit Site
Once you visit site you will see the frontend site.
